Office of the Mayor

$121,667 / 2019 / Criminal Justice and Addiction

Funding from the Abell Foundation will support the salary of a Warrant Service Analyst who will assit with evalutating and reconfiguring Baltimore City’s warrant service to focus on violent and repeat offenders.  By prioritizing warrants, the Police Department and the Sheriff’s Department increase the likelihood that law enforcement will catch violent and repeat offenders and will help both agencies more effectively deploy limited resources.

Light of Truth Center, Inc.

$25,000 / 2019 / Criminal Justice and Addiction

The Light of Truth Center has been providing safe, supportive housing to women in recovery since 1999.  Funding from the Abell Foundation will support increasing the hours of its clinical supervisor and staff to align with COMAR requirements.  This will allow LTC to bill for and provide Intensive Outpatient Treatment (IOP)  and Outpatient (OP) level of substance abuse treatment on-site to its clients and members of the surrounding community.  

Dayspring Programs, Inc.

$45,302 / 2019 / Criminal Justice and Addiction

Dayspring provides transitional and permanent supportive housing for 63 families, and Head Start services to 329 children at locations in East Baltimore (including on-site at the transitional housing facility).  Funding from the Abell Foundation will support Dayspring to expand its programming to include an Intensive Outpatient Treatment program (IOP) on-site to offer substance abuse counseling and mental health treatment to residents in the broader community

 

Behavioral Health Leadership Institute, Inc.

$100,000 / 2019 / Criminal Justice and Addiction

The Behavioral Health Leadership Institute operates low-barrier substance abuse and mental health treatment programs in communities throughout Baltimore City.  A grant from the Abell Foundation will provide on-going support for its mobile treatment van operating outside of the Baltimore City Detention Center.  The mobile van offers health screenings,  buprenorphine and mental health treatment on-site, and referrals to other community-based services to individuals leaving the detention center.

Association for the Public Defender of Maryland

$10,000 / 2019 / Criminal Justice and Addiction

The Association for the Public Defender of Maryland was created to support the activities of the  Maryland Office of the Public Defender (OPD), an independent state agency that provides legal representation to indigent defendants throughout the state.  This grant provides matching funds for two americorp volunteers who will be placed at OPD in Baltimore City to support pretrial reform efforts and expansion of the OPD social work program.
