Written by Sally Millemann of Advocates for Children and Youth, this report is about children in foster care, many of whom are awaiting adoption and the considerable barriers to adoption. This report documents the impermanent, unpredictable and transitory lives that these children live. Many suffer irreperable damage as a result of this impermanence. They live without the love and support that are essential to produce happy and productive adults.  Many live in circumstances that have been found to produce dysfunctional behaviors.
