December 1, 2003 - Social consequences of the problem; Recommendations for relief: Maryland is the only state to require adult applicants for driver's licenses to attend a private drivers' school at a cost of $250 to $300. This cost sets up a substantial roadblock in the way of low income persons attempting to get a driver's license and a windfall for "driver's ed" schools (22,630 first-time driver's licenses were issued in Fiscal Year 2003, resulting in approximately $5.9 to $7.1 million in fees to driver education schools). The State is unable to present any proof that this requirement results in fewer traffic accidents involving newly-licensed adult drivers.
